No it's the soldier that doles out the money, and does it from a neighborhood FOB, and that cards everyone that gets paid. If it was only so easy as bribing a few Sheiks, we could have fixed the Israeli, Palestinian problem years ago.

With Obama in Iraq, people seem to be advancing ideas that were dispelled months ago. The Sahwa fighters have had some gripes (like with the police chief in Diyala), but by and large it hasn't been as controversial as everyone suggests. If these Kossacks wanted to make Iraq look bad, they'd be talking about Kirkuk. That place could be trouble if a resolution isn't passed. Like a pot ready to boil over...
