Did Sistani Threaten the U.S.?

"The Israeli-Hezbollah war has had a number of repercussions in Iraq. Among other things, there have been street demonstrations, and attempts by the likes of Moktada Al-Sadr to exploit the situation. Interestingly, the Ayatollah Sistani released a document about the situation in Lebanon. But is it a "statement"? Or is it a "fatwa," a "communiqué," or perhaps even a threat?"
