Terence J. Daly is a retired military intelligence officer and counterinsurgency specialist who served in Vietnam as a province-level adviser. His article “How to win in Iraq” (reprinted below) was first published in the December 2005 edition of Proceedings, a publication of the U.S. Naval Institute. More recently, his views were featured on the op-ed pages of the New York Times, in a column titled “Killing won’t win this war.” His ideas are getting a lot of attention and consideration from prominent military experts, one of whom recommended we publish the material here, in the hopes of generating feedback for the author.
