IRAQ: RESIDENTS ABROAD EXCLUDED FROM CONSTITUTION REFERENDUM

"Baghdad, 19 August (AKI) - Iraqis living abroad will not be able to participate in the referendum on the new constitution, expected to be held mid-October, according to officials from the independent commission for elections in Iraq. The director general of the electoral section of the commission, Adel al-Lami, told Adnkronos International (AKI): "the council of the commission has decided to limit the referendum on the constitution to just Iraqi residents in the country, because of the numerous problems they would encounter in organising the referendum process abroad."

Another reason for limiting the vote, al-Lami said, was "the unsatisfying response registered during the last parliamentary elections." "
