India vows to fight terror jointly with Afghanistan, announces $450-mn aid
Announcing $450 million in aid to Afghanistan, India on Monday said the recent attack on the Indian embassy in Kabul was “an attack on the friendship” between India and Afghanistan and both agreed to fight terrorism “unitedly” and “with full determination”.
Prime Minister Manmohan Singh and President Hamid Karzai reaffirmed their common interest in developing a “robust, strategic partnership”, built on the foundation of historic ties and suited to the dynamic of the 21st century, said the statement issued by the Ministry of External Affairs, after the talks between the two leaders.
Afghanistan President Hamid Karzai, who is in India on an official visit, said: “India and Afghanistan are facing the challenges of terrorism, of cold-blooded, brutal murderous activity in our two countries. And we recognise that the two countries and the world at large have no option but to be united in fighting the menace of terrorism as it affects us and as it affects the international community.”
“As India has suffered immensely from this menace, Afghanistan has too. Therefore, it is a moral responsibility for us — not a political activity, I would like to underline, it is a moral responsibility for us — as human beings to protect the lives of our women and children, and to prevent the loss of life caused by terrorism by defeating terrorism and by eliminating it completely, and thereby bringing security to our peoples and the world at large,” Karzai said.
Besides holding talks with the PM, Karzai also met Vice President Hamid Ansari, External Affairs Minister Pranab Mukherjee, Leader of Opposition L K Advani and President Pratibha Patil hosted a banquet for him.
The two leaders held talks on a range of bilateral issues and regional issues.
Prime Minister Singh, according to the joint statement, conveyed to President Karzai that all of India’s commitments to Afghanistan would be fully met. To this end, India pledged an additional $450 million, over and above the $750 million announced so far to meet the requirements of ongoing and forthcoming projects.
Singh also conveyed to President Karzai that one of the important infrastructure projects in Western Afghanistan — the road from Zaranj to Delaram — is now complete and will be handed over shortly to the Government of Afghanistan.
India’s efforts for the reconstruction and development of Afghanistan are also part of a larger international endeavour to help the Afghan people in forging a pluralistic and democratic society.
It was agreed that a meeting of the Joint Coordination and Monitoring Bureau would be hosted by India next year.

I am not really sure, but I think we are now witnessing the first Iraq victory dividend.
They now know it can be done, they know the US can make it happen, and they surly want to be on the winning side, and have the stronger allies on their sides. SO, could it be...a victory dividend? I think it's too soon to tell for sure. I'll keep an eye out.
