I work in the intel world. I help collect tips from Iraqis who live in mortal fear of being revealed to be working with US forces. And well so, for being 'outed' can mean death not just for themselves, but their whole family.

Undercover agents operate under a similar cloud; revelation can mean death for themselves or anyone they've ever spoken to, however innocently. To protect them, it is illegal under US law to knowingly reveal the fact that an undercover agent is in fact an agent. Such agents can go out and do their job knowing that their government is taking active steps to conceal and protect them, and that transgressors will face sharp penalties.
