Russian Navy: No Money for Rescue Vessels

"MOSCOW (AP) - The Russian navy does not have the funds this year to buy underwater rescue vessels of the type Britain sent to Russia to save the lives of seven men trapped in a mini-sub in the Pacific last month, the new chief said Monday.

"We do not have the money at the moment," but the navy expected to obtain the money next year, Adm. Vladimir Masorin was quoted as saying by the RIA-Novosti news agency."

I think someone must have heard me, and this is the excuse they are using to cover up the fact, that no one was just going to give you vital strategic technologies. You have to earn them, or build them on your own.
The fact that they don't seem to own them already is strange. What is it with the russians. Sub's bad, space stations good.
