Russian President Dmitry Medvedev urged the armed forces and law enforcement agencies to act preemptively to prevent a destabilization in the North Caucasus while meeting with newly appointed high-ranking officers.
The head of state stressed the importance of obtaining timely information and cited the recent operation in Ingushetia as an example of success.
