Drug war has Juárez, Mexico, on verge of humanitarian crisis

Few Americans enter this border city anymore.
Crossing south on the right side of the bridges is lonely, with only a smattering of people, mostly Mexicans living in El Paso. The army base has banned soldiers from crossing, and few if any kids come looking for a good time -- most of the bars have closed anyway.

The reason: Juárez is at war. The city is fighting drug cartels, and the cartels are fighting each other.

In 2008, more than 1,600 people were killed in Juárez in drug-related violence, often assassinations carried out in daylight. Some 6,000 people died in drug-related violence across Mexico last year. More than 100 people have been killed so far this year in Juárez, including at least six policemen kidnapped from their police post, their heads showing up a few days later dropped off at the police station.

Last month, the city's police chief was forced to step down after criminal gangs threatened to kill at least one officer every 48 hours unless Chief Roberto Orduña left his post. To prove their point, gunmen left signs on the slain bodies of a police officer and a jail guard. Days later, gunmen in two cars fired high-powered weapons at a convoy carrying Gov. José Reyes Baeza, killing a body guard and injuring two agents.

Amid the spiraling violence, few suspects are detained, as less than 2 percent of the murders are prosecuted. Eyewitnesses rarely come forward, as it is usually a death sentence; even the emergency medical technicians stopped responding to calls, as the drug gangs let it be known that they would be victims if they attempted to aid someone marked for death.

On the surface, the city functions normally: Starbucks continues to serve coffee, McDonald's is crowded at lunch, and shoppers flock to Walmart and Costco -- although Costco had to use the exit door recently after a drug-related assassination blocked the entry door for a few hours. The police and military responded, blocking off the area as shoppers continued to fill their carts while avoiding the reality of a bloody body lying there.

MILITARY ENFORCEMENT

In an effort to stem the violence spinning out of control, the Mexican Army deployed about 2,500 soldiers in Juárez last spring. Another 5,000 soldiers were deployed last month to take charge of the police department.

At first, the soldiers were welcomed and the heavily armed patrols seemed to calm the city, but they didn't necessarily stop the violence. History has shown that soldiers make poor police officers -- military training is based on achieving an objective, while the police are taught to enforce and respect the law.

Recent events in Juárez seem to show that the military, or at least some of the military, is impatient with the lawmaking and judicial systems, which seem to have failed the citizens of Juárez. The evidence appears to show that military-style death squads are picking up where the justice system has failed.

Two incidents earlier this year point to this likelihood.

The first was the disappearance of Jaime Irigoyen, a pitcher for the local semi-pro baseball team the Juárez Indios and a law student at the local university. Jaime, by all accounts, was a hard-working student, a good ballplayer and the kind of kid cities everywhere need. Asleep at home on a Monday, Jaime was dragged from bed by uniformed soldiers after they knocked down the front door. Soldiers blindfolded Jaime and took him away in the middle of the night with his mother and other family members screaming.

The family held a protest outside the military base the following day, demanding to know what had happened to their son. They found out while protesting: The body -- blindfolded and gagged -- showed up dumped on the street, executed.

By all appearances, Jaime seems to have been abducted by mistake, the result of bad information obtained through torturing low-level informants detained by the military. Of course, no one will ever know, as there is little information and the government and military have offered no comment on the incident.

A more startling incident was a daylight execution I witnessed during morning rush hour on Avenida Tecnológico. Driving to a morning interview with a friend, we heard gunshots as we approached an intersection in a busy section of the city. As we entered the intersection, we saw three heavily armed men dressed in unmarked navy-colored combat fatigues deployed in fighting position with a green pickup truck blocking traffic.

The men were firing automatic weapons into a red Honda Civic stopped at the traffic light. The event was precise and over within a few seconds. By the time we stopped the car, the armed men had already fled the scene, leaving behind the sole passenger of the vehicle slumped over the steering wheel.

The victim turned out to be a former policeman known as ''Rambo'' who had become involved with the drug cartels. Within moments, two military vehicles loaded with soldiers drove past while on patrol, at first noticing me with my cameras more than the scene I was photographing. After passing, they suddenly turned around and began unloading into the street as stunned commuters still in their cars sat, as if waiting for the light to change.

Soon, all those who had witnessed the attack drove off before attracting attention and before the police arrived to close the area and conduct what investigation they could, given that all of their eyewitnesses had left the scene.

The attack was precise, quickly executed and efficient. Not a single bullet missed the mark, a wall less than five feet from the shooting showed no scars, and only 12 shell casings were found left behind. That's quite a contrast to the executions of a year ago, in which drug gangs would routinely expend 200 or more rounds to hit their targets. The assassinations are either getting more efficient, or a better brand of assassin is in town.

HOW U.S. IS AFFECTED

America needs to be worried about Juárez.

The drugs destroying the city are destined for the U.S. market to feed our addictions. Imagine if 1,600 people were killed in a drug war on our northern border in a city such as Toronto or Vancouver?

The border crossing from Juárez to El Paso is jammed daily with Mexican citizens trying to flee the violence. The United States had to open a new, expanded consulate this year in Juárez, partly to accommodate the influx of immigration applications. If the situation in Juárez continues to spin out of control, the potential number of refugees entering El Paso -- with a metropolitan population of about 750,000 -- would be overwhelming. It is impossible to secure a border with 1.3 million people trying to flee violence.

Juárez is on the verge of becoming a humanitarian crisis, an undeclared war being fought on our border -- and threatening to spill onto U.S. soil.

Soon after the police chief's resignation, anonymous signs were posted around Ciudad Juárez applauding the move while naming another potential target: Mayor José Reyes Ferriz and his family. Without offering specific information, the signs threatened beheadings, even if it meant crossing the border to reach family members in El Paso if the mayor continued ``helping you know who.''

I've been to Juarez several times. Hard to imagine that it's come to this. You can throw a rock from el Paso into Juarez and it's hard to tell the difference when you cross over for the most part.

And besides more than half of the anti drug people are on RX drugs, Like Rush, he sounded just like you now, but he had an excuse, his back hurt, poor baby, and of course he's buying his drugs from white people.

I don't really believe in a devil incarnate, but this shit is from Hell. I feel terrible for them, but I'm sick of their failures infringing on my life. Oh, did someone break into your home?

It happened to me once, and we were all home, except for my older brother, they guy closed my door, and then went through all the drawers, even the ones under my folks bed...while they were sleeping. So my brother gets home and finds the front door open, and starts yelling at me for leaving the door open, then he goes in his room, they guy had collected all the stuff he fond on my brothers bed, and was going through it when my brother got home, he just missed him as he went out the back door.

Stoner tried to come in my front door with my 7 year old son standing there looking at him! Kids came to me in the back of the house and I ran out the back with a roofing hatchet in hand. Didn't have time to load the 12 gauge assault shotgun, ya know? Need to teach that boy to shoot.....Missed our visitor barely and cops got there 15 minutes late.

The point I was making is that Viagra is being used as a recreational drug. Not that it's not a useful medication. But please it's just another recreational drug to 90% of the people using it.

And just think if these kids could just grow a little pot in their back yard, they would not go to the trouble of making meth. Of course the fact that you can make it out of cough syrup and butane, means you will never get rid it of no matter what you try.

Responsibility used to mean something totally different. Now it means taking care of losers. It sounds compassionate, but it's the opposite.

Losers as I would define them in this discussion are those who have made choices that have left them unwilling or unable to function within society without infringing on others rights and/ or being dependent upon society for their own survival. You want to smoke meth? I would give you the freedom to do that. If that leads you to feel you need to steal from me or endanger me or my family in order to live that life, I get to defend myself and property without fear of reprisal from the state. And the state doesn't get to use the power given to it by me to confiscate my money to take care of you or anyone else. If I choose to donate to some private charity that helps people like you, or if I offer you a hand personally, that's between me and whatever or whoever else I choose to include in that act of charity.

I know from experiences mostly as an employer or construction labor types that the more help and allowances you offer an addict on his way to the gutter, the more likely it is that he is going to end up there and the longer he will stay there once he has made your life hell on the way down. They system is designed to enable losers at the expense of liberty and prosperity for those who produce.

I heard him say he made no excuse and that he didn't use his hillbilly heroin for pain as much as for recreation and to avoid dealing with things he didn't want to deal with. Society didn't pay for his 'weakness', it profited. He didn't take from you or me to indulge his desires. I say let him get stoned if he wants and let him rise or fall on his own merits and I'll reserve the right to do the same for myself.

You make it sound as if everyone that uses drugs has to take from something from someone? That is why I mention Rush. He like millions of drug users work and are productive members of society.

He made every excuse, he denied it, he claims that he was cured of his addiction in a week!!! refused to acknowledge that his drug use has ruined his family life. His wife Martha left him that very week. He was having a drug fueled affair with his maid, he was using his maid to buy the drugs. Recreation? Heroin is not a recreational drug, and but his own responses you know he's in denial. Lets not forget he lost his hearing because of his abuse. You and me both paid for those implants of his. He put his drugs over and above his livelihood....You need to listen more carefully to Rush. But I know, he's rich white guy, he deserves our understanding...He's also my favorite radio show, so as long as he puts out on the radio, I give a fuck what drugs he uses.

He disowned his children too.

And the argument I make is about the system we have now. Right now it does cost you money, lots of money. Every time they convict someone for what a re minor drug offences, they put them in a jail for 30 years, at something like $80,000 a year. So you are paying now much much more than if you gave each stoner you know a free baggie of pot a week. You could buy yourself a pound of cocaine and give that out too, and still come out on top.

How about alcohol. I don't think there is a more destructive drug than alcohol, I don't know how many people die because of alcohol, but they count them by the hour. So how are drug laws protecting you now?

You think the drugs destroy live, but I would argue that the law system destroys many more live. Imagine a 20 year old that gets locked up for 30 years? What chance does he have to ever become productive? Chances are that he would get bored of the drugs way before his 50th birthday, and build his own future. Cost you and me nothing.

I don't know why you are arguing with me. If they break the law while under the effects of drugs, including alcohol, treat them the same as if they were stone sober. If they try to come in my house, I'm not going to wait for them to take a drug test--- they'll be just as dead either way. If they manage to function and take care of their own business while destroying their health or being healthy, I don't care--- just don't tell me I have to pay for any of it. What part of that do you disagree with?

If we are rich white guys, thats you and me...more or less. We go to the doctor, my leg hurts, my nerves are shot and I scream at my kids, I have terrible migraines...bla, bla, bla. We pay a $90 doctor visit and walk out with three RX drugs. Powerful drugs. And now the government, part D, will even pay for our drugs.

Poor brown people go to the corner, and are committing drug crimes and populate the jails,for what is the exact same behavior.

Hardly a fair system. As a matter of fact its a continuation of slavery, Jim Crow, and now we call it drug laws. But it's all the same, a way to keep brown people poor and out of power. A form of discrimination. And that is what I am aginst.

You know damn well that legalization would just bring about a new set of problems. If it isn't regulated, there will be claims of genocide among the poor and brown. Instead of prosecuting those who smuggle illegal drugs, we will be prosecuting people for selling untaxed drugs or providing tainted drugs. Even dopers need a place to live and food to eat and there will still be drug addled thieves and murderers among us.

How can it be the same if a rich white guy does it (money is all the same color, by the way) if he is functioning, paying his way AND the way of most of the rest of the country? That isn't 'fair' either, but like I seem to say all the time, what the fuck does fair have to do with it? Am I supposed to feel bad that some people don't succeed for whatever reasons, further disadvantage themselves by doing drugs and then expect me to pay their way and give them a pass because they have a better tan than I do? What does skin tone have to do with it? Where my primary home now is, the dopers are mostly white, along with the majority of the population. The guy who tried to come in my house was whiter than I am. Race isn't even part of my thinking on the subject and those that put race ahead of logic only contribute to the continuation of race as a contributing factor to their problems. I guess from your world view, if we gave poor brown people the drugs they crave, they would no longer be poor? They could buy a house next to Rush? Equal access to mind altering drugs isn't in my copy of the Constitution. So rich people get better drugs legally. All the more incentive to work hard and save your damn money. We pay the way for the non producers, why the hell shouldn't we get to party now and then without fear of being locked up with all the parasites? You argument on top went with the end of prohibition. No one goes through the trouble to make moonshine, it's just not profitable. I don't see the Canadian alcohol smugglers as a problem today, maybe in Texas..

And you think the guy was trying break into you house, to get drugs??, how do you know it was not to buy beer, or to pay his rent, or maybe just to get his jollies?

I am not wanting to give anyone drugs, just stop prosecuting them for what are social sins, not crimes..

I don't know where you think I am for giving people, poor or rich anything. Just pointing out the injustice and the reasons behind the injustice.

No, My argument is that the way the system is set up now, it keeps people poor and keeps them on welfare, not to mention funds the "Corrections Industrial Complex", which is one of the mainstays of white people in little hick towns all across the country. Take away the stupid drug laws, and it's the white people that would be on welfare.

I just have to ask, Do you build jails, or have a service contract with the corrections system. Sorry I don't mean to pry, just for full disclosure.

Explain how. YOU are the one that made it about race, not me. In fact, I specifically made it a point to make it clear I didn't care about the race. I limited my target to those of our species. You are intent on making idiotic assumptions of peoples behavior based on RACE ('Take away the stupid drug laws, and it's the white people that would be on welfare.' is just one example). Most of the people on welfare ARE white because the majority of people are WHITE! Get off the race thing, its a crutch for a lack of logical thought.

I responded to your comparison between rich white people and the poor brown people. My point is that people who have money have pretty much the same advantage as those who don't regardless of their color. And why not? That's the point of earning it! You often come from a mindset of a great conspiracy in most all subjects and this one in particular. What I wrote about race in response to your insistence that it's all about race makes no sense because--well, it makes no sense! I'm not good at making racist judgments. I'll try to leave that to you.

I didn't say he was looking for drugs. Maybe he wanted to steal a crust of bread for his starving mixed race baby because the local white owned store wouldn't sell food to a nigger lover? Is that what you want to hear to fit your delusions? Sorry, but as I found out today, the guy got busted yesterday for kicking in two doors of houses 8 blocks away and the cops found him hiding in a dog house with his meth pipe in his pocket. They were well acquainted with him and he was in an alternative sentencing program for cooking meth last year. How perfect is that? He must be a poor relative of Rush's, you think?. Most of the crimes in this town are meth related today to the point it's become an epidemic. Besides, I really don't give a fuck why he was doing it, but anyone stupid enough to try to enter a man's home while he is clearly there and looking straight at his son is not thinking rationally for whatever reason and is subject to sudden death if he walks in the wrong door. And mine is one of those wrong doors.

You apparently think I am for the system. Wrong. I never brought up incarceration, I was promoting quick justice on the individual level. I object to having to pay to house, clothe and feed people who should be doing it for themselves whether that's in jail or in some rat infested HUD apartment complex. I said I didn't care what drugs people do as long as they accept the consequences that come with it. I feel the same way about people who abuse legal drugs.
I had to think, but yes, 11 years ago I put a roof on a small prison. That was the same year I got put in jail for a DUI. I guess my tan was a little too good at the time......maybe I really was drunker than I thought and forgot the secret handshake. You REALLY think that the system is designed by white people so everyone can be taxed to death to keep brown people locked up? I too think the system keeps people poor and hopeless. I just think it's that way because of liberal programs that were supposed to end poverty and ignorance guarantee that people born into it will likely be poor and ignorant for generations to come. The more you try to help, the more dependent they become. By 'they', I mean our species--- did I make that clear this time?

I did not mean to make it about race, I was just using that as an obvious example. You know. Was not meant to be a blanket statement.

Work, or 24. I have recently started watching.

And for what it's worth, if you broke into my house, I would not hesitate to protect my family. not for a second. And I sure as hell would not be asking any questions either...Reminds me of the day some nut job tried to get under the shop door. I was working late, thought a friend of mine had come back to keep me company. I picked up a 2x4, I think I said something to the effect, "I'm going to kill you motherfucker", he got scared went back under the door, jumped back over the fence, and started vomiting all over the parking lot...an hour later the police dogs had someone cornered on the next block...
