That's what I thought when I read the story. Even if they weren't trying to get samples of bubonic plague to possibly use as weapons, they have them now. If some guys from this group are looking a little sickly, they could put them in a western hotel and treat them to meals at all the fancy restaurants. But I don't know how long it would take them to go from contagious to dead....
Don't you need a vector, fleas? Rats with fleas, doesn't the plague live in the intestines of the fleas, and eats all the blood the fleas consume, starving the flea, but making it jump from victim to victim? I don't think an infected person is infectious, unless he's got fleas. In the modern world, if people get fleas, they take a shower.
