"My speculation -

A couple of knowns...Two Battalions of IA Soldiers from Ninewa that had been "on loan" to Baghdad have returned to Ninewa.
The 3rd IA Division is on track to add a 4th Brigade in the next couple of months.
The Iraqi Minister of Interior has authorized 3,000 more IP Slots for Ninewa.
The Baghdad security plan called for 100 Joint Security Stations.
The Joint security stations for baghdad were established at a rate of roughly 1 per week.
The ratio of US Forces to Joint Security Stations in Baghdad projected for sometime this Summer is roughly 1 US Battalion/5 Joint Security Stations.
There are currently(as far as I know) US Battalions operating in Ninewa.
Ninewa is 1/4 the population of Baghdad."
