Designed to make failure more paletable to the American people, in particular the left, and place the blame on the Iraqi people for goals not met be they political or military.

This report and its commision are more evidence of lack of leadership from the current administration. Intended to creat an atmosphere of bipartisanship and openess to outside ideas it has instead backfired and further isolated them."
