You know this is one of those things that is not exclusive to Iraqis. we Cubans face the same situation. Over the last 47 years Cubans have been turned into criminals in their everyday life. You have to break the rules to get by. No matter what you want to accomplish the official rules are set against you and you have to work your way around them to get anything accomplished. People are forced by the system every day to take part in out in the open bribery and corruption, and pretend like it's normal, or like nothing happened. It has an effect on your conscience that is not easy to fix, but to ignore it is like a slow death of a nation.
