Did Khalilzad introduce the Amnesty plan? Will confused Maliki propose it or not?
"The Washington Post reported earlier this week that Iraqi Prime Minister Nouri Maliki was considering proposals to offer certain elements of the insurgency an amnesty, so long as the attackers did not have Iraqi blood on their hands.
According to the post on Thursday a top government official and advisor to former Prime Minister Ibrahim Jafari, Adnan Ali Kadhimi, said that the amnesty may cover those who attacked Multi National Forces (MNF). Kadhimi said that there was a preliminary understanding between the Iraqi government and the MNF about this issue, and that the occupying forces recognised the need for such an amnesty, in order to pave the way for reconcilliation between Iraq's feuding factions."
