"wagging the dog"

Rush opened the show today with a claim that Bush was "wagging the dog" with the attack today, he said that these attack was meant to reaffirm Bushes image as a war time president, and to cover up bad news like his poll numbers and growing rumors of impeachment in congress. So you have it right from the horses mouth. Of course Rush is just trying to get out in front of these accusation by making fun of them now before they pick up any steam in the media. But if he's doing this now it must mean that there is in fact this feeling out there.

to me it would just be another reaffirmation of the administration usual fight the war to win the election.
